As stated in the Bylaws of the Mountain State Council of the Blind, one of the many purposes is to advocate for the improvement of the social, economic and cultural status of its blind and visually impaired members. One way to implement this purpose effectively is to provide financial assistance to members.
The guidelines stated in this policy will be followed for all financial assistance. MSCB will award monetary stipends for assistance to attend the ACB Convention based on the following guidelines:
- Any person receiving financial assistance must be a member in good standing.
- Blind or visually impaired members will have first consideration to receive assistance.
- First time attendees will receive priority.
- Any member receiving an ACB Scholarship, an ACB First Timers or a Fellow Leadership Award will not be eligible.
- Any financial assistance given to attend the ACB Convention will be divided equally and will not exceed $750 per person based on the amount of money budgeted and the number of those wishing assistance.
- Application to receive assistance must be received by June 20.

Anyone receiving assistance must:
- Have any MSCB officer present at the in-person convention acknowledge his/her attendance to the expected events,
- Attend all ACB General Sessions
- Attend the ACB Banquet.
If financial assistance is granted, evidence of and receipts for attendance to the events must be received, then a check to the appropriate recipients will be provided by the Treasurer of MSCB.

In order to be considered to receive financial assistance to attend the 2025 ACB national conference and convention in Dallas,TX, please complete the following form in its entirety. All forms must be submitted by 11:59 on June 20, 2025.
